केंद्र सरकारच्या महत्वाकांक्षी “आयुष्य मान भारत योजना” अंतर्गत मोफत आरोग्यसेवा दिली जात असल्याचा दावा केला जात असला तरी प्रत्यक्षात अनेक रुग्णांना या योजनेचा लाभ मिळत नसल्याची तक्रार समोर आली आहे. शहरातील काही नामांकित खासगी रुग्णालयांमध्ये रुग्णांना ही योजना दाखवूनही उपचार नाकारले जात असून, “हा आजार योजनेच्या यादीत नाही” किंवा “प्रक्रियेअभावी रुग्णालयात लागू नाही” असे कारण देत त्यांच्याकडून लाखो रुपये आकारले जात असल्याची माहिती समोर आली आहे.
रुग्णांची फरफट : वडगाव येथील रमेश भोसले यांना हृदयविकाराचा झटका आल्यानंतर त्यांच्या कुटुंबीयांनी त्यांना तातडीने एका खासगी रुग्णालयात दाखल केले. आयुष्य मान भारत योजनेचा कार्ड दाखवल्यावर रुग्णालय प्रशासनाने सांगितले की, “हृदयविकारावरील काही उपचार योजना कव्हर करत नाहीत”, आणि त्यांनी कुटुंबाकडून जवळपास ₹१.८ लाख रुपये घेतले.
सरकारच्या दाव्यांवर प्रश्नचिन्ह : सरकारने जाहीर केले होते की, या योजनेत १० कोटीहून अधिक कुटुंबांना दरवर्षी ₹५ लाखांपर्यंत मोफत उपचार मिळतील. मात्र, प्रत्यक्ष अंमलबजावणीमध्ये अनेक त्रुटी आढळून येत असून, योजना अंमलात आणणाऱ्या रुग्णालयांनी यामध्ये पारदर्शकता बाळगावी, अशी मागणी नागरिकांकडून होत आहे.
प्रशासन काय म्हणतं? आरोग्य विभागातील अधिकाऱ्यांनी सांगितले की, “सर्व रुग्णालयांनी योजना स्वीकारणे बंधनकारक नसल्याने काही ठिकाणी ही अडचण येते. मात्र, मान्यताप्राप्त रुग्णालयांनी योजनेचे पालन न केल्यास त्यांच्यावर कारवाई करण्यात येईल.”
तज्ज्ञांचे मत आरोग्य विषयक तज्ज्ञ डॉ. अनिल पाटील म्हणतात, “योजना चांगली असली तरी तिची अंमलबजावणी आणि सर्वसमावेशकता याकडे गांभीर्याने पाहणे आवश्यक आहे. आजारांचा समावेश वारंवार अद्ययावत होणे गरजेचे आहे.”
